Hadley said Azerbaijan "has to realize that a free, fair and just election will advance this country's democratic development". He added that "the international community views these basic criteria as a cornerstone for the development of freedom in any country". "We must be sure that the election is fair, that the people express their will and then we will be sure Azerbaijan is on the right path," the Itar-Tass news agency quoted Hadley as saying.
